The chambers
More than a billion for two assemblies that no longer decide.
The Assembly has 577 deputies for about €630 million. The Senate has 348 seats for about €353 million. More than a billion, for two chambers that no longer decide anything. They disappear. The Emperor has no Parliament. He has a Council of the Empire, sovereign ministers, revocable.
INSEE and the DGAFP counted, at the end of 2024, 5.85 million public agents. The civil-service statute is repealed. The contract is the rule, and it is revocable. We keep the army, the gendarmerie, the police, justice, diplomacy, the single tax office and the prefects. The rest returns to the private world, or ceases to exist.
The general secretariat of the government counted, in 2026, 99,089 articles of statute. A law the citizen cannot read is not a law. Friedrich Hayek* said it: men are guided by general rules, not by particular commands. Any standard not renewed within the year dies.
The plebiscite
Napoleon did not govern by caucus.
This is not an Assembly online, and it is not 1789 under another name. An Agora may propose. The lawyers put it in form. The Emperor decides the sovereign questions: war, the currency, the border, the sentence. The plebiscite settles the questions of society.
Every four months, a poll. Yes, no, blank with a comment, or postpone by four months. Two postponements at most: then it is settled. At least one plebiscite a year, fifteen at most over five years. Several questions may sit in the same vote. The vote is three-factor authenticated. A public hash lets each man check his ballot without breaking anonymity.
The death penalty, if it returns, returns thus. The Empire does not decree it. It submits it. The people say yes or no, once, and the rule holds. The question is not reopened at every crime story, and it is not handed to a chamber that does not judge.
The counter
One door. Not fifteen queues.
The Citizen portal is the single counter. The citizen finds there his civil status, his tax, his health, his career, his diplomas, his licences, his errands and the vote. The Portal calculates the rights due without a mountain of papers. It reduces the clerks at the window. It does not create a new right of surveillance: the State already holds these data, badly filed.
The detail of the counter, the services and the ballot is in the Portal paper. This page says only what a citizen of the Empire is: a man who has a readable rule, a door, and a voice when society is in question. Not a client of benefits, not an elector woken every five years.
The oath is individual. No party machine. Citizenship is not a card to be stamped. It is the responsibility of the one who stays, who works, and who transmits.
We do not resurrect the Republic under an eagle. We give the people back the plebiscite, and we take from the chambers what they no longer knew how to do: decide.
